This is a water tank, but essentially the same type of tank with the shaky rails around the top.
I basically built a square frame inside the rails. No drilling or welding. The bottom of the vertical unistrut parts is a L bracket with an extra nut on the stud from the tank. The threaded rod on the lower right corner of the picture goes front to back and ties to the rail in front of the H-frame to stabilize the rails. Most of the remaining flex in this comes from the area above the walkway (the foreground in this picture) since the rails wobble in and out. It would be more stable with a brace across the rails but would require ducking under it when coming up the railing which was not acceptable to the tank owner in this case - you might get away with it. Anyway - it’s pretty stable this way.
