The FCC stopped issuing NN licenses around April of last year. You would have to find a way to acquire one from an existing license holder.

Just register for the license, register the ap and try not to be on the same channel as someone else? Essentially the same as ISM/UNIII but you pay a fee and put your name in a data base ?
