Yes, you can buy any license previously awarded. I don’t know of any stipulations. You do need to file for a license ownership transfer with the FCC. That may take 60 to 90 days.
The FCC did eliminate many of its field employees last fall. Budgets are tight the way I understand it. That being said, it seems they are fining operators quite handily for breaking rules these days. Just register for the license, register the ap and try not to be on the same channel as someone else? Essentially the same as ISM/UNIII but you pay a fee and put your name in a data base ? -- If you only see yourself as part of the team but you don't see your team as part of yourself you have already failed as part of the team.
