Are there any stipulations on the transfer?

would be awesome to see an FCC crackdown since there arent going to be any
new licenses, nobody can backdoor it. The FCC could contract some
unemployed drivers to do drive testing finding all the unregistered
transmitters and fine the hell out of the operators, into bankruptcy
