[AFMUG] How would you address this?

This is a copy/paste of an inquiry submission we received on our 
website. What is this guy asking for? Discounted service possibly? As a 
WISP we certainly don't feed from the public trough, are we "required" 
to do some kind of discounted service here? Having said all that I would 
mention that as a practice we do discount/waive the installation fee for 
veterans as taken on a case-by-case basis. Yes it is incomplete and we 
are not sure why he did not finish it....

I live on a fixed income and it was suggested by a friend I research the program.

My retirement is more than adequate under normal circumstances but my medical 
cost not covered by the VA eats up much of my income. This makes it necessary
