If he has no other option, then you can do what you want.  This program seems 
to be specific to CenturyLink.  We just tell the customer they have to sign a 
contract and there is an NDA clause in it.

Personally I'd have a hard time justifying $9.95 for any kind of unlimited 
service.  If he can get DSL at that price, have at it.  If it's not available, 
maybe we can help.

This is a copy/paste of an inquiry submission we received on our website. What 
is this guy asking for? Discounted service possibly? As a WISP we certainly 
don't feed from the public trough, are we "required"

sure why he did not finish it....
