A motivated individual can run 200 feet in 8 or 9 seconds. If he's
wearing some kind of body armor he can possibly get further before being
brought down. Add some kind of shrapnel to the explosives and now
you've got a lot of projectiles flying toward the officers that were
previously shooting at the bad guy.
