Every nation has its own requirements and rules that must be met before filing for a license. All Part 101 paths with a station in US territory must be prior coordinated prior to filing and other nations, Mexico, Canada, BVI, etc. have differing requirements that must also be satisfied. There are also various treaties that the FCC is required to satisfy when granting licenses – for example, all stations within 56.3 kilometers of an international border are ineligible for Conditional Authorization and must wait for formal FCC license grant before beginning operations.
