Seriously, sounds like an opportunity. High cap microwave to the border from both sides. Then use some unregulated link. Fiber would be ideal but not sure if treaty issues but you could use free space optical to link the towers if they were 100 feet apart. Tempting to just use HDD to bore under the border and put in fiber.
