Agreed on all counts. I am not going to spend $ 10K cost for the grounding right on a water tower that I don’t own that has no grounding. So, isolation with my own ground down the tower and my own grounding for everything else is my best bet ATM. My grounding expert recommends Teflon, though it doesn’t immediately google well for the application intended. I have used rubber gasket material like from an auto parts or hardware store, if it isn’t exposed to sunlight, it should hold up fine. Or slit some neoprene fuel or radiator hose and slip it over the pipe before clamping to it. Would be better to fix the grounding problem though. Better than relying on the tower. And insulating the gear makes sure that your separate ground wire is not becoming the primary ground circuit for the whole tower.
