Which wouldn't have matter wether he did use his chain of command (debatable depending on how you read the hearing reports), as it's been pointed out several places that the whistleblower protections don't actually protect contractors - only federal employees. Tie that together with a historical retaliation on whistleblowers that had destroyed careers even after people were exonerated and I can see why.
Note, I'm not saying what he did, the going to other countries etc is right or wrong, I'm simply saying I understand why someone in his situation blew the whistle the way that he did. I mean, his uncovering of mass surveillance that was so bad it was retroactively made legal is mind blowing. Blatant disregard of law by the US government, and instead of prosecuting anyone they're like "nah it's fine, oh here's a hall pass to cover the last couple of years". I'm very, very bothered that people are so up in arms over Snowden that nobody gives a fuck what he actually uncovered. That's a big warning flag to me about the state of our country.
