Registering SM/CPE locations has always been required, and still is (essentially, nothing has changed at this point). There is an excepts for lower powered mobile devices, but it's unlikely that anything a WISP would be using would ever fall into that category.
Yes, CBRS is going to change all of that, but that's still a ways off.
