That's... That's not at all how it works in the models I'm talking about. You make it 100% legal, and remove the stigma. You provide safe places to get supplies and mental health care.
This largely removes the drug market all together (crashes it), making it not a viable thing to sell (better opportunity elsewhere). It also has the highest treatment success rate for overcoming hard drug addiction (mental health care + kratom).
