I remember during the peak of the war on drugs, I had an employee that was on 
the ragged edge of three strikes.  He had backslid a bit and was worried about 
getting nailed during a piss test.  I will always remember one thing he he said 
to me:

“Fuck Chuck, I could go kill someone and get out of jail faster than if I fail 
this piss test”.

You also avoid some of the issues with questionable quality/potency, and the 
related poisioning/overdose deaths. 

If one was to redirect all of the funds spent on the war on drugs (law 
enforcement, prisons, etc) into mental health, rehabilitation and education, I
