Which prima facie gives the people who do supply a statement an advantage in 
that at least one voter will not vote for a candidate that does not supply a 
statement.

Agreed. But then all candidates should supply them.

I would like them too. But I want them from all candidates so that I'm 
comparing apples to apples, and that every candidate has an equal probability 
of receiving votes from all the electors.
