IMO OpenAI is trying to establish itself as a governing body, they are trying 
to lay the infrastructure so that when legislation is passed (and it will be) 
they will be in the best position, and thus be appointed to control/ oversee AI 
technology. If appointed as some kind of a governing body, OpenAI will have 
access to all the latest AI tech developments, you won’t be able to put 
anything out into the market unless they have reviewed/ tested it first, this 
is what MS are investing in.
