*Google DeepMind hasn't funded the Hutter Prize because it* wants to "build the best AI" by funding "the best" teams. Instead, DeepMind says it is trying to "promote the best science," by funding "the best science."
As a science-focused competition, the Hutter Prize is different from the Turing Test, which asks if a system is capable of thinking. The Hutter Prize is a more practical test: "Does it outperform humans?" AI will take care of the rest. The Hutter Prize is an excellent way to assess whether we are making progress towards general artificial intelligence.
