Popper's point of view was based on positivism because positivism created
or defined a novel way of characterizing a logical statement.  (Wikipedia
states that a strong version is, "a proposition is 'cognitively meaningful'
only if there is a finite procedure for conclusively determining its truth.[")
That is not how we always deal with logical statements.

I've read that Popper, who was still young at the time, was a bit of a
hanger on to the meetings of the Vienna Circle. So when he broke off from
their ideas about a logical statement being verifiable, he was attempting
to fix a problem that he saw in the method.  I would say that the problem
exists for both verification and falsification, and indeed, traditional
logical methods shows that they are not fundamentally different kinds of
things.

My father used to complain about the right-wingers who would say that
Franklin Roosevelt was a red.  He would say that Roosevelt didn't destroy
capitalism, he saved it.  In a similar way, I would say that Popper was
trying to save the Positivists working definitions of logical empiricism in
which a logical statement has to be something that is evaluable.  So that
is what I meant that his principles were based on logical positivism.  I
did not mean to say that he was a positivist himself.  I always guessed the
term "positivism" referred to exclusive use of terms that can be positively
determined - but that was only a guess.
