Then could your decoder component be reformulated as follows?

``1. Decoder component

   (a) receives percepts, 
   (b) recognizes learned patterns (concepts), 
   (c) activates a subset of the semantic net relevant to 
         the recognized patterns/concepts.

I omitted the first time construction of concepts, as I'm not
sure how it can be done in real time, or felt it to be another 
story.

I agree with Andrew in not equating concepts and signs,
but the above scheme is OK for me as long as the semantic 
net or conceptual space contains sub-symbolic nodes 
that do not correspond to  signs.

Note that human beings would not produce all possible
linguistic descriptions in Mentalese for a scene in the real
world, which would be in(de)finitely many.  (But the idea of 
activating a part of  the semantic net seems OK.)
