Or something with a similar name.
The system or agent has a set of states, the goal is to get the system
or agent to a goal-state.
The "universe" (or whatever you want to call it) has constraints on how
those transitions can be made.
So is P a fact that effects constraints on transitions, or is it a
goal-state?
