I forgot the second question.

Can you come up with a situation where a rule and a goal would need to be packaged together? Generally a set of rules plus a set of goals would constitute a game.

So OK, lets say the goal is to say the alphabet, A-B-C-D-E-F-G-..., so the goal is to get to Z , and the initial state is A, and there is only one path per state. If you are in state G, the only next-state possible is state H. When you get to Z your goal is reached. The universe is the transition set of A-B-C-D-E-F-G-...-Z. Where you can only move left to right.

The system or agent has a set of states, the goal is to get the system or agent to a goal-state. The "universe" (or whatever you want to call it) has constraints on how those transitions can be made.

So is P a fact that effects constraints on transitions, or is it a goal-state?
