Memory recall is an reaction. You are reacting to the image by recalling things relating to the image.
Reaction is impossible if and only if you didn't see it.
That means that not reacting to a stimuli is equivalent to not seeing it, and vice versa.
There isn't a central unit. Everything is an reaction.
Consciousness is a series of reactions between different parts of the brain.
Therefore, ad-hoc visual processing techniques such as motion detection and change detection is extraneous and is only imitating the way humans see the world.
These ad-hoc visual processing techniques are selected by evolution.
In the real world, a machine must have ad-hoc visual processing techniques to "survive."
