Probably you should ask the Ubuntu/Debian maintainers to update the package. 
0.11.1 is really old and 0.11.x is a stable series with many bug fixes.

This only works for rpm (setup.py bdist_rpm) unfortunately. The best way for 
you could be to get the Ubuntu package files, replace all references to 0.11.1 
to the latest version and build the deb yourself.
