So if you have control over an Emergency Reg, you can set the festivity high and keep people out. I considered using festivity when doing the emergency reg scam back a few months ago, and the fact that the PM could use some level of Agoran Consent to change that was a big protection - so IMO it's a big vulnerability to lock non-festival people out of changing emergency regs. -G.
