Agreement between panel members is a status, but *evidence* of agreement status (or evidence of reason for good-faith belief in the agreement) will almost certainly consist of the action (i.e. an email) that communicated it. Without that evidence we must assume that the state does NOT exist (R101iv). There is no guarantee that the evidence of agreement (if questions arise as in 1908) will boil down to a single "event" recorded in the database. But epistemologically, R101v may absolutely require our evidence to come down to a single event. -Goethe
