Isn't this just a representational hack?

It needs some work on that point.  I suggest a small tweak or two:

Set the Np's base such that 1 Np = 10^0 of the base unit.
Then (in deference to hoary Agoran tradition) call the base unit the Papyrus (pl: Papyri).

This way, P = Np.
