My original Rests proto allowed any number of rests as punishments for any crime; the idea was that NoVs had a fixed punishment because they were for uncontroversial things (late reports, for instance), and for particularly heinous crimes, they'd go to CFJ to modify the punishment (even if uncontroversial). However, it didn't turn out that way, for various reasons. -- ais523
