This is similar to what scshunt suggested... on second thought, I suppose it might be more interesting to have Golems sitting around with real, guaranteed vote power on every proposal than to require someone to give up a chunk of income - reminds me of when ehird and I bumped Bayes up to Alpha - but I'm still uncertain about unfairness. Maybe voting tends to be uncontroversial enough that losing fairness for a few months is okay. Anyway, I'll look at the other issues you raised tomorrow.
