I think the second sentence doesn't work. The effect of an announcement of intent comes from Rule 1728; you can't make an announcement of intent ineffective without overriding Rule 1728. Perhaps this would work: "The above notwithstanding, a person CANNOT cause this rule to make a rule change unless eir announcement of intent was the first such announcement of intent in the same Agoran week." (I was going to say "in the current Agoran week", but then I realized that would prevent a person from announcing intent in one week and resolving it in the next.) —Machiavelli
