Ah, well, all decisions have an AI switch, but later on R1950 implies
that decisions only have an adoption index if it is set at a
non-default value. Otherwise, all elections have been invalidly
initiated since this came into force:
An Agoran decision with an adoption index has the following
essential parameters:
a) Its adoption index.
b) Its author (and co-authors, if any).
c) Its Chamber.
