State changes (noting proper security vs AI) are almost always "socially acceptable", especially to bootstrap or fix something. Only really frowned- upon stuff is doing "not-nice" gameplay things (e.g. forcing someone into an office who doesn't want it, or trying to vote an extra-judicial punishment onto someone). For your specific idea, have you considered Agoran Consent? That's meant to be halfway between full proposal and officer fiat, precisely for the sort of gameplay adjustments you're suggesting. -G.
