I have tried the following :
- start clean with no dist directory
- run a first dist.gump with no servlet23.jar property defined (it generated
the dist/jakarta-cactus-22*.zip and dist/jakarta-cactus-src-* files)
- run a second dist.gump with no servlet22.jar property defined (it
generated the dist/jakarta-cactus-23*.zip file and overwrote the
dist/jakarta-cactus-src-* one)

There was no deletion whatsoever of previous files. In the end I get :

jakarta-cactus
  |_ dist
    |_ jakarta-cactus-22-20010921.zip
    |_ jakarta-cactus-23-20010921.zip
    |_ jakarta-cactus-src-20010921.zip
    |_ cactus-22
      |_ ...
    |_ cactus-23
      |_ ...

Is it not what you get ?
