A few thoughts.
1) How old is the O2 sensor? They have a finite life. As they age the
signal they send to the computer degrades until it gets to a point where the
computer will ignore the sensor as 'invalid'. When it ignores the sensor
input the computer remains in closed loop operation (no feedback &
adjustments to mixture). The default closed loop operation is a slightly
rich setting. It could account for 1-3 mpg easily.
B) Most cars will get their worst mpg in 'city' driving. Idling &
accelerating affect mpg dramatically and could account for 5-10+ mpg's.
And, do you know if your odometer is accurate? Perhaps you are driving more
miles/gallon than you are measuring.

filling up and zeroing the trip meter for the last month or so, and
while most of my time is spent in city traffic I'm doing about the same
mix as I do in the Subaru, which gives me a rather disappointing 17-18
under those circumstances... but it's 4WD. The 164, though, has given me
less than 15 out of the last two fillups,
