If you have ever had to remove a steering wheel lock without a key, you'd see why I have no problem advocating the use of a slide hammer. As long as the plastic steering column surround is removed before using it, there is no chance that it will damage anything that you do not intend to discard in the end. You will still need to drill out the break off bolt to remove the housing. Of course, reasonable care always has to be taken. Sometimes it is best to simply use the easiest tool around. And most of us have a slide hammer in our arsenal to remove the occasional stubborn axle.

Well, because it's what thieves use, I wouldn't take that as to mean it won't cause any damage. I don't know any thieves that worry about not damaging what they're stealing (actually, I don't know any thieves!). I guess I misinterpreted what the OP was asking. There seemed to be some implication that without the key, the steering lock would prevent the ignition switch from coming out. I don't recall that to be the case.
