While tape will certainly do the job of holding the plastic membrane in place, it's only half the task. If you look closely at the routing of the caulk strips you'll see they are (or should be) positioned to direct any water down and through holes in the inner door frame. Particularly over the latch and along the bottom of the door. If you remove the caulking and just tape the edges, water will sit between the membrane and the lower inner door metal causing corrosion, and probably leaking into the interior of the car. i.e. inside the inner most door rubber.
