Welcome Len,

The pump is actuated when the engine vacuum moves the AFM flap.  That is 
probably stuck hence it appears on all the time.

The pump is probably shot.  Have you run the car dry of fuel?  Without a 
load to push they burn out pretty quick from my understanding.
