You likely experienced a sequence of events that led to the failure of the pump and/or double relay. Something like - bad rear fuel filter starves the pump, pump overloads the circuit, relay overheats and fails, pump stays on, pump fails. In a sense it doesn't really matter the sequence, the diagnosis and repair are pretty similar.
Things you must do in my opinion - since the pump just sounds shot to me - change the rear filter and fuel pump. Fill the tank with clean gas (whatever came out during the replacement put in your lawn mower). Connect the battery. If the pump comes on without the ignition engaged then disconnect the battery. Check the flap position on the AFM. If the flap is closed then open the black cap on the top of the AFM (see note below) and you'll see a metal rod. At rest it should not engage the copper switch (that is what turns the fuel pump on). When the flap is rotated the switch is turned on via the small bar. If that all appears OK then replace the dual relay. Note - if this is a new AFM then it may be under warranty and removing that black cap will void the warranty. In this case borrow a known good dual relay and test with it; if the condition persists then warranty-replace the AFM as it may be out of whack.
