Try unplugging the connector to the fuel cutoff solenoid.  You should  
also try to apply +12 volts on the solenoid and verify that it is not  
stuck in the cutoff position.  If the microswitch is shorted this  
solenoid will stop fuel delivery.  The car can be driven without the  
connector plugged into the solenoid, and if the pump is setup  
correctly, you will hardly notice, as the Spica has a redundant  
mechanical fuel shutoff.
