How about using several parts. Find any gas hose at each diameter and have a metal shop make up a metal pipe adapter to connect the two hoses??

The main issue is that the two pipes are significantly different is OD. The
 filler pipe is  approximately 2 1/4: OD, and the gas tank neck is
approximately 1 15/16" OD. Contributing to the problem is the location of the gas
tank neck which is placed on the upper side of the tank body. This keeps gas
 in the neck until the tank is below half full. If the car sits on a slight
 downhill slant to the left, gas sits in the rubber connector, and oozes
into the  trunk.

BTW, by car is a 1985. Maybe other years are different.

Any suggestions for repairing the cracks?
