David, in the Euro-style 1750 engine that I'm using in my Spider Jr. there were two rod sections between the fuel pump and an eccentric on the distributor shaft.
Have another look at the boss on the 1600 block and see if there is an opening pointing up and forward toward the area of the front cover where the distributor shaft resides. FWIW some Giulias came with electric fuel pumps and may have deleted this feature within the front cover. I'm just speculating on that.
