One cannot set the font of an outline entry (the PDF standard simply does not
allow for that, one can only set the color for the outline item and bold or
italic). The font for the outline is chosen by the rendering application
(acrobat reader, xpdf or whatever).
An outline item is basically just a text string in Unicode. If you use a
transliteration font which puts arbitrary (devanagari ?) glyphs on code places
where they don't belong this can never work since there is no way to transport
the font information in the outline item entries.
Sorry, i don't think there is anything that can be done here. For this to work
you need to use correct code points.
