Did you ever install a pre - release of a .NET Framework? Even if the "Add and Remove" panel indicates that there is no framework installed, the fact that the installer tries to install the assemblies confirms that it has detected some framework. If no framework is installed, then no attempt is made to install assemblies. So you could deinstall all frameworks.
