Made a quick test with "2.3.1 Multilingual German version WIN XP:
[680m9(Build9238)]" for document "How_to_use_basic_macros.sxw" (58 pages by
Daniel Strome, 15 October 2002). OOo (85%, 300dpi) 1396 KB, FREEPDF XP 1903 KB.
So I can not confirm that problem.

Without any information concerning settings in OOo-PDF-export and your PDF
creator (would be interesting to know what one you used) this report is without
any relevant information.
