Sorry, but there is a simple solution for both situations without the described
effect what should be the same as with Microsoft Word. There is no need for the
widow/orphan control to drag the paragraph to a new page because the start of
the footnote is not the end of the page. The solution in both cases is to shift
lines of the footnote to the footnote of the next page. This is nearly the same
thing what is done with an inactive widow/orphan control:
If you add a character after "INSERT CHARACTER HERE (POINT1):" with an inactive
widow/orphan control Writer at first considers the start of the footnote as the
end of the page and shifts one line of the next paragraph to the next page. But
what happens if you add more characters so that a second line is needed? Writer
does not do that what it does with active widow/orphan control: It does not
shift the line with the footnote number together with the footnote to the next
page. It lets the line with the footnote number on the page and narrows the
footnote area by shifting lines to the footnote area to the next page. And this
is also the solution with active widow/orphan control. I think this should
really be clear. Do you see a problem here with general principals of
widow/orphan control?
