There's another interesting part in this issue.

If the user switches his keyboard to e.g. Japanese and puts the cursor into an
english text, OOo will still remain in the "Japanese" setting. So any text
entered at that position will be Japanese (characters from keyboard as well as
OOo language attribute).

Word switches to English instead but also change the input language (otherwise
we would get English attribute but Japanese characters). I think that this is
better under most circumstances. So in the long run we must think about not only
reading but also setting the input language.
