I think that neither showing that date nor hiding that information will help the user to understand what is going on. So if we want to let the Notes look equal and we have this "reserved" space for that information, I would like to propose how to fill that information. Even (or because) this is hopefully a rare case. Proposal: If the note date provides "0", then state "(no date)" at the position of the Notes creation date/time. The corresponding tooltip should provide more explanation, e.g. "No information on date or time available".
