I think instead of hard coding these fallbacks we should implement a more
universal fallback mechanism. 

Means: if a dictionary can't be found for the language xx_YY, we should try if
there is a dictionary for "xx" (without country part) or for any other xx_ZZ
(any country part should suffice).

Hard coding that will backfire in case there will be a xx_YY (here: en_CA)
dictionary later.

As implementing this will take some more time, I've moved the target.
