The fallback idea has some merit but there are two primary English dictionaries
- en_GB and en_US (why is GB used instead of UK?). In this case, almost every
country would want the en_GB dictionary, and it would probably show up first, so
things work.

However a more general approach would be to implement a dictionary hierarchy.
The base en dictionary would contain the en_GB dictionary, while the en_US would
include only those words that have different spellings from the en base
dictionary. An en_CA dictionary would be quite small and include only those
words that are different from the en dictionary (probably none). The en_GB
dictionary would just be a reference to the en dictionary.

You would need a method to indicate replacement versus alternative spellings.

However, this would be more properly handled by the spelling dictionary project,
not by the OpenOffice.org project.

My original suggestion, simply patching the dictionary list, works quite well
because the en_CA dictionary should always be identical to the en_GB one.
Canadians sometimes use words differently or use different words, but we use the
same spellings as the UK so far as I know.

The patch takes no significant effort to implement and would make life easier
for English-speaking Canadians. Moreover, it would remove the need to even
attempt to keep the en_CA dictionary up to date - an effort that seems to have
been abandoned.

You can save the fancier solutions for when you have time to implement them.  :)

Just my thoughts on the subject, for your consideration.
