A write-protected part of a selection hinders to change anything.

The write-protection of an existing index/table of contens can easily be
removed:
- Put cursor in index, via the context menu, choose "edit index/table"
- In upcoming dialog, on tab "index/table", uncheck "protect against manual
changes", click OK, done.
Whenever inserting a new index, the write protection can just as easily be
unchecked (inserting and editing an index/table is the same dialog).
Summarized, I believe that all needed features are there to set and alter
languages in a document.
More-often-than-not, text with an "unwanted" language gets into a document via
clipboard from other applications (i.e. web browser). In this case, the text
might be "hard formatted" to that language. This "hard formatting" overrules the
attributes set in the paragraph style (thus ignoring changes there). It can only
be overruled by selecting the respective area, format-character, change language
on tab "Font" to the desired one, OK.
But getting wrong languages via clipboard can easily be avoided:
By using "Paste special" (Ctrl-Shift-V) and then choosing "Unformatted text",
only "the letters and spaces" get into the document and all attributes at the
current position (from the currently set paragraph style) will be set for the
newly inserted text. Like this, unwanted text attributes (including unwanted
languages, odd fonts or font sizes) will stay out of the document.
sba->cbarbu: I do not see a clear idea of how to solve your problem. I see you
struggle with the already implemented features that have proven feasible for
many users.
"Ignoring read-only flags within a document" does not look like something that
will ever get implemented. But this is what I read from your summary and
description. Set issue to "wontfix".
