First, I'll tell you how to "fix" the document:
- For the "So is this" and "And this" paragraphs click the "Numbering off"
button (third button from left in the "Numbering and Bullets" toolbar.
- then re-apply "Heading 1" style for both paragraphs.
Interesting would be the way how you came to this state. Meanwhile we made it
impossible to create such documents where an Outline numbering is overwritten by
a "hard" numbering...
